Ban drunk student driver supervisors

To prohibit a person supervising a student driver from being drunk or on drugs, and establish that a violation would be considered the same as driving while drunk or on drugs. This applies to driving instructors, and to parents or other licensed drivers supervising a young person with a graduated drivers license.
