Introduced by Rep. Mike Nofs (R) on October 18, 2007, to require the State Police, with the cooperation of the Secretary of State, to create a “paperless,” real-time, on-line vehicle insurance status information database system that would allow police officers to determine if a vehicle on the road is currently covered under the mandatory insurance provision of Michigan’s no-fault insurance. The bill establishes procedures and regulations for the system.

the amish don't HAVE to have insurance on the vehicles they put on the road. if you ever slide into one of them on an icy road, you had better have some serious coverage.
most other 'mandatory insurance' states allow you to post a 'surety bond' in some amount to show that you are 'self insured' and responsible for any damages you incur up to that dollar amount.
why doesn't this state?
because this state is in the business of providing insurance to all of it's citizens.
