If the Detroit council fails to approve the deal the mayor could over-ride them. If Detroit does not approve the deal, extensions of hotel, liquor and cigarette taxes originally earmarked for Cobo bonds would go to Oakland County to develop a new facility, probably by expanding the Rock Financial Center in Novi.
