Equalize state school aid grants

To revise the “foundation allowance” formula by which annual state aid to each public school district is calculated, so that in 2014-15 nearly all school districts and charter schools would get $7,195 per student through the state. The formula includes local school property tax revenue, and combines this with legislatively-determined disbursements from the state. Given wide variation in local school property tax revenues, the combined per-student funding amount generated by this formula ranges between from $6,846 to more than $11,854 (in 2011-12); federal and other funding sources not included in the formula further increase school spending levels.
