Ban most government employees “severance pay” deals

To prohibit the state, schools or local governments from providing severance pay for government employees and contractors, with some exceptions. The bill was introduced in the wake of a scandal involving a questionable “severance pay” check delivered to a political appointee hired by Wayne County Executive Robert Ficano.
