Establish independent legislative redistricting commission

To establish a nine member state legislative redistricting commission, with one member appointed by the legislative auditor general, and four members each by the state Republican and Democratic parties. A vote of six members would be required to approve an apportionment plan for submission to the full Legislature. If this was not possible, each side would submit a plan, and the Legislature would vote on both before voting on any other plan.
