Authorize “double dipping” for certain child welfare retirees

To allow certain child welfare employees who have left the state’s employment and begun collecting pension payments to return to work through a contractual arrangement, collect a paycheck, and still collect pension payments. The bill was introduced after the state agreed to add a large number of foster child care system employees under a lawsuit settlement. Due to the ability of many state employees to retire in their mid-fifties with full pension and health benefits, many of the best candidates for these necessary positions are retired state employees.
