Expand grounds for termination of parental rights

To revise details of the law that gives courts jurisdiction over a minor whose home is unfit due to neglect, cruelty, drunkenness, criminality, or depravity on the part of a parent, guardian, nonparent adult, or other custodian. Among other changes a court would have to consider allegations against a parent who was currently absent from the home or had no current contact.
