Introduced by Rep. David E. Rutledge (D) on September 20, 2012, to prohibit establishing a charter school that is near two school districts that have agreed within the preceding three years to merge into a single district, unless approval is given by the regional Intermediate School District (most of which are governed by boards consisting of appointees conventional school districts).
