“Construction Lien Act" details

To revise details of the state “Construction Lien Act," which among other things was designed to protect homeowners from having to pay twice for labor or materials when a contractor goes broke before paying off subcontractors. The bill would clarify that an actual increase in value is not necessary for the law to apply; authorize construction liens for professional services; extend the time to file a lien; and extend the limitation period for filing a foreclosure action under the act.
