Allow Treasury Department to raise health insurance claims tax

To give the Department of Treasury to power to increase a 1 percent <a href="http://www.michiganvotes.org/2011-SB-348">health insurance claims tax</a> intended to “game” the federal Medicaid system in ways that result in higher federal payments to Michigan’s medical welfare system, without any further authorization by the legislature. The bill would allow the department to raise the tax to a rate high enough to extract $400 million plus an additional amount each year to compensate for the rate of “medical inflation”.
