Repeal obsolete school code provisions

To repeal a 1977 law that required the state Board of Education to “promulgate rules concerning (student) personality tests…” and also repeal another law requiring school districts that provide specified “auxiliary services” to offer the same services to students at nonpublic schools (including services like health care, crossing guards, speech and language assistance, school social work, remedial reading and more).
