2013 Senate Bill 323

Increase cost cap on government and school employee health benefits

Introduced in the Senate

April 17, 2013

Introduced by Sen. Bruce Caswell (R-16)

To increase the amount that school districts and local governments can spend on employee health insurance fringe benefits. The bill amends a 2011 law that (with some exceptions) required employees to contribute at least 20 percent of these benefits’ cost, or alternatively, capped the employer’s costs through a formula that adds up the aggregate amount spent on coverage for individual, individual-plus-spouse, and family plan policies.
The bill raises the maximum individual-with-spouse benefits cost in this formula from $11,000 to $13,445 (a 22 percent increase), which would have the effect of raising the maximum spending allowed for all employees. It is co-sponsored by Republican Senators Nofs, Hansen, Marleau, Pappageorge and Jansen.
