Create online health care cost and consumption database

To require the Department of Community Health to establish an online database with information on statewide health care services and costs, broken down by the demographic characteristics of the patient, the principal diagnosis, the health care services and/or drugs rendered to the patient including when and where, how much was charged to an insurer and how much to the patient, details on health care spending by government agencies, and more. Insurance companies and other entities that provide “health benefit plans” would be required to provide data according to rules and procedures to be created by the department.
