Increase government legal immunity to roadway defect claims

To exempt governments from liability for property damage, injury or death of a pedestrian or “other person not traveling in a motor vehicle” on a highway, unless the plaintiff proves that at least 30 days before the event the governmental agency knew or should have known of the existence of a roadway defect as defined in the bill.
