To impose an annual vehicle registration surtax of $100 on gas-electric hybrid-drive vehicles, $200 on hybrid trucks over 8,000 pounds, $225 on electric cars and plug-in hybrids, and $400 on electric trucks over 8,000 pounds (if any are produced).
