To impose a new tax of $50 for every 10,000 miles a car, truck or motorcycle is driven, in addition to current vehicle registration (license plate) taxes. Owner would be required to appear annually in person at a Secretary of State office to pay the tax, and the SOS would have to verify and keep records of the mileage driven, which implies that the vehicle would have to be brought in also.
