Collect MCCA auto insurance assessments with vehicle registration tax

To require the Michigan Catastrophic Claims Association auto insurance assessments to be paid with annual vehicle registration (license plate) taxes collected by the Secretary of State, rather than tacked-on to an owner’s regular auto insurance bills. These assessments pay for very high personal injury claims under the unlimited medical cost coverage required by Michigan’s no-fault auto insurance law.
