Borrow to pay for road repairs

To authorize state borrowing of an unspecified amount to augment the amount of regular gas tax, vehicle registration tax and related tax revenue spent on new road projects. Note: Approximately $200 million from the current annual road budget is needed to repay debt incurred for routine road work in the 1990s and 2000s.
