2015 Senate Bill 512

Mandate schools teach sexual activity rules/etiquette

Introduced in the Senate

Sept. 24, 2015

Introduced by Sen. Curtis Hertel (D-23)

To require public school sex education classes to teach this: “…That in order for consent to be given by both parties to sexual activity it must be affirmative consent and that ‘affirmative consent’ means affirmative, conscious, and voluntary agreement to engage in sexual activity; that it is the responsibility of each individual involved in the sexual activity to ensure that he or she has the affirmative consent of the other to engage in the sexual activity; that lack of protest or resistance does not mean consent and that silence does not mean consent; that affirmative consent must be ongoing throughout a sexual activity and can be revoked at any time; and that the existence of a dating relationship between the persons involved, or the fact of past sexual relations between them, should never by itself be assumed to be an indicator of consent”.
