To impound the license plate of a vehicle whose driver is unable to show proof of insurance, or if no insurance record is found in an instant check of a database the bill would require be created. The vehicle owner would have 10 days to produce proof of insurance and get the plate back. Also, to impound the vehicle for second offenses.
