2017 House Bill 4220

Require utilities provide customer “smart meter” opt-out

Introduced in the House

Feb. 15, 2017

Introduced by Rep. Gary Glenn (R-98)

To require electric utilities that adopt advanced “smart meters” to allow customers to opt out without penalty. The bill would impose restrictions on how utilities could use information collected from the meters, and require utilities to implement a system for allowing customers to read their own meters and self-report electricity or gas use. Utilities would still check meters themselves once per year, and would be prohibited from charging extra to allow this option.
