Require outdoor exercise for young prisoners

To require the Department of Corrections to provide “age-appropriate out-of-cell programming and outdoor exercise.” This is one of a number of bills in a broader "raise the age" juvenile justice reform effort that would no longer automatically treat minors who commit certain crimes as adults.
