Require 2/3 roll call vote in to give new laws 'immediate effect'

To place before voters in the next general election a constitutional amendment establishing that bills enacted by the legislature go into effect 90 days after being filed with the Secretary of State, unless the bill is given immediate effect by a roll call vote of two-thirds of the members elected and serving in the House and Senate. Current practice is to allow immediate effect to be approved with a voice-vote, not a recorded roll call vote.
