Authorize exceptions to restrictions on local fireworks regulations

To create exceptions to the law restricting local governments from regulating consumer fireworks use on or near national holidays. Specifically, the bill would let local governments regulate and restrict the use of “consumer fireworks” (like firecrackers and bottle rockets) except on the Fourth of July.
