Require “fiscal notes” for legislation

To require the legislative fiscal agencies to prepare “fiscal notes” for any bill voted on that would impose more than a “de minimis” cost increase on the state or local government. These must describe how the bill would affect costs and revenues of the state or local governments, and if the agency says a reasonable estimate isn’t possible then the legislature would be prohibited from voting on the bill.
