To give the city of Detroit a pass on missing the deadline to apply for state reimbursement of foregone taxes under the complex system of exemptions and subsidies against local property taxes that are levied on business tools and equipment (called the “personal property tax”). This system was enacted in in 2012 as an effort to phase out this tax.
