

"Introduced by Rep. Mark Meadows (D) on June 1, 2010, to clarify that the law restricting or banning wild deer or elk feeding does not ban the “incidental” feeding of these animals when feeding wild birds or other wildlife."
So, I can put shelled corn out in my back yard to feed birds, rabbits, squirrels, woodchucks, raccoons, etc and if a few deer also eat some of it no law is broken. Since there are far more numbers of other animals that eat the corn, the few deer that also eat some would be "incidental" to my feeding other birds and wildlife.
The origional feeding ban is a dumb law that should only apply to public lands anyway.
