To place before voters in the next general election a Constitutional amendment to cut state and local government, public university and school employee pay (including lawmakers) by 5 percent from the rate in effect on Jan. 1, 2012, for a three year period beginning Oct. 1, 2012. This would override existing collective bargaining agreements.
