To eliminate the requirement that a secondary liner and leachate collection system to monitor the effectiveness of the primary liner must be included in certain “landfill research, development, and demonstration projects,” including "bioreactor landfills," in which certain bulk liquids could be added for the purpose of accelerating or enhancing biostabilization of the solid waste.
