- Introduced by Rep. Joseph Haveman (R) on May 23, 2012, to authorize the creation of local “neighborhood enhancement districts” that would have the power to borrow and levy “special assessment” property taxes to pay for spending on projects that government planners think would “enhance” a neighborhood. No vote of the people would be required, and the proposed property taxes would be in addition to existing property taxes.

Fleecing those still working and paying taxes for their idiotic, costly "faddish" projects and toys? Is this not another violation of the Headlee Amendment - denying the vote of the people?
Creating a whole new entity to freely tax people without alowing them to vote on the proposal.... a very bad idea.
