To streamline the regulations and procedures governing respones to hazardous materials that exist on a property or are spilled. In conformance with the project of Senate Bills 1345 to 1349, this bill revise a property owner’s duties under the law to reflect the replacement of generic rules with a revised regime requiring the Department of Natural Resources and Environment to respond to incidents on a case-by-case basis. A similar change would apply to applications by local governments to a state loan fund for loans to pay for their cleanup responses.
