Builders have been trying for years to get something like this passed. the problem is that with this type of an exemption they build house and when they don't sell they'll just sit and rot.
I seen a high rise Condo, about 80 units, 90% sat vacant for a number of years, I don't know if they ever sold them all, but at least the city got something out of it.
