Sorry so late to the party - just signed up on this site this last week.  I would guess we need even MORE stupid laws because the government can't put 2 and 2 together.  The government has data showing who is on assistance, the government also has data on who has won the lottery (or should I must add).  From a simple data analyst's perspective you simply match the two pieces of data and "OMG" you should get a match!  You then get the person on the government dole to repay to the government the assistance they have received and immediately cut off any future assistance.  If our government does NOT already have this capability then we are paying way too much taxes as they are way behind the times with regards to technology.  I am suspecting that is the real case and that is why we should not let government run anything more than they have to!  Can't wait to see how they bungle health care . . . Be ready for more beauracracy and more inept management of something that should never be in the hands of any government!

Honestly, anyone who won the mega-millions and still had the audacity to collect a welfare check ought to be locked up!  Kind of surprised this bill was even necessary.
