to prohibit the Department of Natural Resources from designating an area of land specifically for the purpose of achieving “biological diversity”.

Where did the DNR get the authority to do this in the first place? Was it given to them by statute?
It seems to me the DNR should not have this kind of authority. We need to reduce the "bureaucratic creep" of the last 100 years.
