To place before voters in the next general election a constitutional amendment establishing that bills enacted by the legislature go into effect 90 days after being filed with the Secretary of State, unless the bill is given immediate effect by a roll call vote of two-thirds of the members elected and serving in the House and Senate. A 2/3 vote is required to place a constitutional amendment on the ballot.
