To expand the grounds under which a court may order the removal of a child from a home and into foster care to individuals age 18 (that is, who are not a "minor"), if there is a “danger of substantial physical or psychological harm” because the young person is not living with a parent or legally responsible adult, or has repeatedly run away and is considered “beyond the control of a parent,” or has committed “commercial sexual activity” that is the result of “force, fraud, coercion, or manipulation by a parent or other adult”.
