To prohibit local ordinances that preclude amateur radio operators from having antennas of sufficient "heights and dimensions sufficient to accommodate" radio communications. Local regulations would have to "reasonably accommodate those communications" and "constitute the minimum practicable regulation." Federal law requires owners of antennas taller than 200 feet to disclose this to the Federal Aviation Administration.
