To require the Department of Corrections to develop rehabilitation plans for inmates aged 18 to 22, and provide programming designed for that age group. Prison officials used the term "gladiator schools" to characterize the Senate-passed version, which required young prisoners be housed together, and separated from older prisoners. So the House dropped that.
