To repeal the prohibition on carrying an unloaded pistol in a wrapper or container in the trunk of a vehicle. Under current law, unless a person has a concealed carry permit, he or she may only transport a pistol in this manner home from a gun store, to and from a gunsmith, or to and from a range or hunting field.

To prohibit a person from carrying in a vehicle an unloaded pistol in a wrapper or container not accessible to the occupants except between the person's home and a gun store, gunsmith, range or hunting field, gun show, the person's business, or a location on private property where the pistol is to be used as permitted by law.

The amendment also explicitly authorizes transporting a pistol to and from the required "safety inspection" performed by law enforcement agencies on newly purchased pistols.
