To eliminate the “stranded cost” true up procedure for electric utilities, which allows the Public Service Commission to adjust electric rates to compensate for any over- or under-payments by customers on charges by utilities for these costs. “Stranded costs” relate to a provision allowing previously regulated utilities to collect additional rates from customers to pay for assets which may have lost their value, such as obsolete generating plants.
