The substitute was amended to expand the scope of the bill to allow any other governmental public safety agency to use the radio towers subject to the conditions contained in the bill, and to allow a Michigan Indian tribal police force to use the towers only if the tribe pays the state eight-percent of its gross gambling proceeds (if the tribe has gambling).
