To amend a law which currently allows a city with a population greater than one-million to keep a provision allowing a greater density of adult foster care residential facilities, by changing the qualifying threshold population from one-million to 750,000. Currently only the City of Detroit meets this criteria, a city which has recently seen its population drop below one-million, according to the 2000 census. A number of similar bills were passed in 2001 and 2002 which permit the City of Detroit to continue to qualify for certain provisions of state law.
