To allow municipal “economic development corporations” to use proceeds from tax exempt bonds (public debt) to subsidize commercial enterprises that construct, improve, or finance broadband Internet infrastructure. Under current law, property owned by “economic development corporations” is exempt from property tax, and they may subsidize the industrial development projects of private developers.
