Expand disabled crossbow hunting

To allow a one-armed man or woman to hunt deer with a crossbow during the bow and arrow deer season. This expands a current exemption that now applies only to disabled people who are unable to walk. The bill also expands the hunting-from-a-vehicle exemption to those who are permanently disabled, not just those unable to walk.
