Regulate prudent purchaser drug panels

To establish regulations on the pharmacy provider panels and networks used by “prudent purchaser agreements” created by health insurance companies, HMOs, etc. to control drug costs. Essentially these regulations would prohibit restricting the participation of member pharmacies in any other networks, contracts, or arrangements; or limiting their communication with or advocacy for patients regarding prescription drug coverage.
