Revise game animal crop damage reimbursement law

To revise the scope, procedures, and payment formulas of the law that establishes a state fund from which farmers can make claims for damage caused to crops by wild game animals, including deer, bear, geese, turkey, and sandhill cranes (if they become listed as game animals). The bill authorizes payments of up to $15,000, subject to certain deductibles and damage thresholds. Recipients of the these reimbursements would have to allow hunting on their land, subject to reasonable restrictions. The bill also revises statutory language regarding permissible uses of hunting and fishing license fees in anticipation of passage by voters in the 2006 general election of House Joint Resolution Z of 2004, which would place in the Constitution restrictions on the permissible uses of natural resources-related user fees.
