Allow special Detroit zoning law

To amend a law which currently requires a two-thirds vote by the city council of a city with a population greater than one-million to grant a zoning ordinance, by changing the qualifying threshold population from one-million to 750,000. Currently only the City of Detroit meets this criteria, a city which has recently seen its population drop below one-million, according to the 2000 census. A number of similar bills were passed following the 2000 census which permit the City of Detroit to continue to qualify for certain provisions of state law.
