Ban “social promotions” in school

To require school districts to establish objective standards for advancement by students into the next grade. The standards would have to include skills expected for each grade; attendance requirements; other specific, demonstrated, identified competencies for each grade level; and how and when a pupil's performance will be assessed. The bill would prohibit "social promotions" from one school grade to the next for children who do not receive a passing grade.
