2006 Senate Bill 1168 / Public Act 423

Subsidize specialty crop commercialization

Introduced in the Senate

March 16, 2006

Introduced by Sen. Michelle McManus (R-35)

To replace a government program to give grants to entities involved in "value-added agricultural processing and production ventures" with a program that also provides loans. The bill would establish a new competitive process by which a committee would award the grants and loans. A previous requirement that the recipient provide 10 percent in matching funds would be eliminated. These changes are related to the <a href="http://www.michiganvotes.org/2005-HB-5047">"21st Century Jobs Trust Fund"</a> passed in 2005, which authorized $5 million for this program as part of its $400 million in new debt.

Substitute offered by Rep. Neal Nitz (R-78)

To replace the previous version of the bill with one that requires the committee that decides who gets the grants and loans to operate in public and disclose documents related to its decisions that do not contain proprietary information belonging to applicants. It also provides an explicit definition of "conflicts of interest" prohibited by the bill. These changes were included in the previous substitute; this one adds various technical changes as well.

Amendment offered by Rep. Neal Nitz (R-78)

To establish that the new requirements the bill would create would not affect previous grants made by the program.
